GSA Managed Service Office (MSO)

As the executive agent responsible for managing government-wide acquisition of information technology to implement HSPD-12 services, the GSA HSPD-12 Managed Service Office (MSO) provides Federal agencies with interoperable identity management and credentialing solutions that provide end-to-end services to enroll applicants, issue credentials, and manage the lifecycle of these credentials.

The MSO established the USAccess program to offer federal agencies with a managed, shared service solution that simplifies the process of procuring and maintaining PIV compliant credentials, while at the same time, meeting HSPD-12 milestones for issuing the credentials.
The MSO will provide the project, acquisition and financial management necessary to help participating agencies receive the USAccess end-to-end service.
 
MSO Executive Management

The MSO is comprised of experienced identity management professionals with the expertise to manage and administer the necessary contracts and infrastructure requirements for the USAccess program. These professionals will be able to leverage best practices and lessons learned from previous deployments to assist participating USAccess agencies in their own implementations.

 

Michael Butler
Program Manager, GSA MSO

Mr. Butler joined the General Services Administration from the U.S. Department of Defense, where he was chief of DOD’s smart-card programs. During his tenure, Mr. Butler was vital to building the DOD’s program, which has issued over 11 million Common Access Cards since the program began.


As Program Manager for GSA’s USAccess program, Mr. Butler will leverage his management skills, technical expertise, and lessons learned from the DOD CAC program to help the government implement a standard HSPD-12 credentialing program.


Most recenlty, Mr. Butler served as chairman of the Government Smart Card Interagency Advisory Board.

 

 

Steve Duncan
Deputy Program Manager, GSA MSO

Mr. Duncan is the Deputy Program Manager for the GSA MSO USAccess program. In this capacity, Mr. Duncan will support the USAccess Program Manager in managing policy, deployment, and vendor management activities, as well as oversee communications and outreach for the USAccess program.

Mr. Duncan brings over 20 years of communications security experience to the USAccess program. Prior to joining the GSA MSO, Mr. Duncan served as the Program Manager for the Access Certificates for Electronic Services (ACES) program. This GSA program was set up to provide digital certificates and Public Key Infrastructure (PKI) services to enable electronic government applications that require logical access control, digital signature, and/or electronic authentication.

 

Prior to ACES, Mr. Duncan worked in the secure telecommunications industry in a variety of management roles.
